Off-road vehicles (Research proposal)

I am interested in off-road vehicles because they are ambivalent depend on what we consider important.If we consider environment important than people, we should restrict the off-road vehicles, but If we consider people important than environment, we should be able to use the off-road vehicles somewhat freely because people can be happy and get joy throught the off-road. However, if we know the relationship between environment and people, we could know how we should treat the off-road.Knowing the off-road problem is very important because the off-road problem is the problem not only in off-road environment but also in total environment.
We should set up more strict regulation and restrict the use of off-road vehicles more than we have in the part. Government should make a strict regulation because the trees next to the off-road tracks are suffering from off-road vehicles smoke.
And we need more strict regulation because many creatures can not move freely because of the off-road tracks. Also, it is absolutely right to limit people in using off-road vehicle because off-road vehicle users themselves sometimes can be in danger in the forest.
Through the articles, I could find that thesedays, the U.S Forest Services try to restrict the off-road vehicles becuae they hurt public land, forests, parks and grasslands. But I need to know if the U.S Forest Services have a power to restrict the off-road vehicels and how people are thinking about the off-road vehicle restrict.
